The Arkansas Public Service Commission requires all telephone companies to collect a surchage per month per access line from all customers effective April 1, 1992. (This charge will be capped at 100 access lines per location.) The surcharge is a source of funding for the design and implementation of Title IV of the Americans with Disabiliies Act (ADA). The fund will support a network that permits communication between an individual who uses a device for the deaf and an individual who does not use such a device.

The Arkansas Public Service Commission is requiring any telephone company which receives a revenue replacement to offer a lifeline rate if the company's basic local service rate equals or exceeds $10.00 per month. Lifeline is a program developed to help low income households receive local telephone service. Lifeline is available only to food stamp, Medicaid or Aid to Families with Dependent Children recipients as certified by the Arkansas Department of Human Services.
